(3) He raised the question of the Foreshores Bill and said that he had received a report that the Attorney-General of Hong Kong had expressed an opinion that owners of land adjacent to the foreshore would not be entitled to compensation if they were deprived of their merine rights by Government action. I told him that I had no recollection of ever hearing that such an opinion had been expressed and explained to him the present position of the Foreshores Bill, namely, that the Secretary of State had not approved of the introduction of the original Bill and had instructed the Governor to prepare and submit, for the Secretary of State's approval, a new draft Bill on the lines indicated in No. 37 on 13717/33. He asked that the China Association might have an opportunity of commenting on any new draft Bill, and I told him that while I could not give a definite promise I certainly assumed that the observations of the China Association would be invited on any such
Bill.
